Just to add something to Andy's input. I think of what gun I will be shooting it in. A plastic gun will take less powder to cycle than say an all metal Sig normally. If I am loading for poly gun I will start lower than for a Sig 220 for example.
Also, is there leftover powder or excess residue? Do you tumble brass and w what media? Could your flash hole be plugged with media?

I am now. Powder drop was putting out 4.2. Them I get a random 3.9 a couple more 4.2s then I get a 4.6 just started weighing every one. Made up 500 no squibs. Varied between 4.2 -4.3. Thanks for the help. Next question when breaking apart about 1000 rounds of 9mm what parts can I reuse?
Make sure that no dust, dirt, or any foreign material gets mixed in your powder and you can reuse it. Remove decapping rod/pin from your sizing die and you wont even need to reseat primers. Place some sponge rubber in the nose of a kinetic puller so bullets don’t get badly damaged.
