    I’ve used them down to about 1.723” with no noticeable issues, but I just load 223 for plinking. You’ll have less neck tension and might not get as good of a crimp (if applicable), but you probably won’t have any issues.

    FC has been notorious for being under SAAMI spec, in my experience.

    I've also gotten Wes's processed .223 brass. 99% have been between 1.740-1.750. Any under 1.740 I trash. I also have a lot of factory .223 that I bought new. They all all over the place. Some 1.758 and even as short as 1.735. All of that factory ammo shot fine. No issues.
    For just plinking and punching holes in paper I guess close to spec is good enough.
