I don't recall the starting load for the Hornady FMJC, but my current load is 25.6gr Varget and I know that is on the lower end. 2835fps, but that's out of a bolt action 1.9 22in. barrel
I use 25 gr Varget with the FMJ-BT. Works fine and super good groups.
I went with 25.5g of varget wth 55g vmax.
