Perhaps not a tight enough crimp on them. I know my 45Colt would do it if my crimp was not tight enough

My 158's in 357 dont do that and im using the same powder but obviously a different weight

It was just really noticeable on the 38 and not the 357...only reason it caught my attention that much

Light loads, the brass isn’t sealing against the chamber walls and allowing the gas to get between the brass case and the chamber.
Reloading...it’s like knitting for men.
I'd say if you tighten the crimp up you'll clean em up.
