Well, as a precaution I called our local sherrifs department. After a few different phone calls between dispatch, a deputy, and Lord knows who else, I finally got an answer.

They told me I can package the primers up and bring them to the sherrifs department. They will put them in their evidence locker, and send them out with the next shipment to be destroyed safely.
