Remember, many ranges will not allow you to shoot HP except for .22. This is due to the methods of bullet stops, some are fine but some are made with chipped rubber behind a rubber plate and HPs eats them up very quickly.

Why make a HP that doesn’t expand?? Not being a wise ass, just trying to learn more about pistol ammo.

It is to make them more accurate. It disperses the weight differently, and the HP fills with air in flight and makes its own "Bubble" of disturbed air to travel in. Normslly HP bullets are longer and have more bearing surface in the barrel as well, which helps with stability
