Hornady app says to use 38 special data for loading cast bullets for 357 magnum.
In the Hornady app says IMR 700X should use 1.9 to 2.8 grains.
Lee book says IMR 700X should use 3.1 to 3.5 grains for 38 special.
Lee book says IMR 700X should use 3.0 to 3.0 (yes the same) for 148 grain wad cutters in .357
I find this confusing.

Yes. Use the same data for both the double ended and hollow base wad cutters. As with most things, data is all over the place. What brand bullets do you have that you are trying to load? Hornady data for lead bullets is usually quite low because their lead bullets are very soft. with what you listed there, 3.0gr seems to be a good place to start.
