Anyone know what this is?

I was at a a favorite gunshop the other day and got o talking to the owner about old rifles, weird cartridges, and reloading. He stopped me on my way out to ask if I had any idea what this was. He said it came in a box of reloading items from an estate. I told him no I didn’t know but I’d ask some people who might.
