H335 and H4198 load pretty well in both. Note: H4198 is only listed with most sources for lighter weight bullets in .223/5.56. I've had good results with it.

Funny how "Being cheap" really doesn't apply here.
Do you plan to continue to load both calibers?
If so, you will need years worth of powders for each caliber, so why not just get a great powder that works well for each specifically?
Not like a few pounds of one or another will go to waste, since powder is good for 20+ years or more :)
I have found that Varget is quite versatile, and AR-Comp works really well for any semi-automatic gun. Not recommended in bolt or lever action guns though.

IMR 3031 has been one of the most versatile powders for me over the years. It doesn’t get a lot of attention, and I hate the way it meters out of my 550 but it is a solid performer in everything from 223 to 270.

Cycles the guns, are accurate, give best velocity?
You can find a powder where the burn rate will cross over, a little too slow for 7.62x39 but maybe a tad too fast for .223 Rem. You’ll sacrifice performance sure.
As previously mentioned H335 isn’t a bad place to start. You might also try Accurate 2460.
