3rd time reloaded, hornady 6.5cm brass, 32 grains of IMR4451. Full length resize. Should I annealing after 2 reloads?

That is pretty odd for 3 reloads. Wondering about the chamber cut on that rifle?

First one we have had problems with Wes. Maybe a bad case?

Very well could be just a bad case for sure!! If they were all doing it, then we'd need to figure out the issue :)
